Azerbaijan visa-free countries list 2026
As of 30 April 2026, Azerbaijan allows visa-free entry for several passport groups, but eligibility depends on nationality, passport type, visit purpose and stay length.
The Ministry of Foreign Affairs categorizes visa-free arrangements into groups.
The most relevant groups for inbound travel to Azerbaijan are the special-passport group, the reciprocal ordinary-passport group, and the temporary unilateral ordinary-passport exemptions.
I Group: diplomatic, service, official or special passports
This category includes citizens of Azerbaijan and the relevant foreign country holding diplomatic, service, official or special passports. The Ministry of Foreign Affairs publishes the detailed special-passport list separately, and travelers should verify the exact passport category before travelling.
II Group: ordinary and other valid passports under reciprocal agreements
This group includes countries with reciprocal visa-free arrangements for citizens holding any valid passport that grants them the right to cross borders under Azerbaijani law and the relevant foreign country’s law.

III Group: arrangements for Azerbaijani citizens travelling abroad
The Ministry of Foreign Affairs’ III Group is not an ordinary-passport inbound visa-free list for Azerbaijan. It describes visa-free arrangements for Azerbaijani citizens and civil passport holders travelling to certain countries, so travelers should not treat Iran, Montenegro, Bosnia and Herzegovina, Hong Kong, Malaysia or Lebanon as ordinary-passport visa-free entry countries for Azerbaijan unless a separate Azerbaijani entry rule applies.
IV Group: temporary ordinary-passport exemptions for entry to Azerbaijan
Azerbaijan also applies temporary unilateral visa-free entry rules for ordinary passport holders from the following countries and territories in 2026.

Foreigners and stateless persons temporarily staying in Azerbaijan for more than 15 days must register at their place of stay. Travelers entering for work, study, long-term residence, media activity or another purpose requiring prior authorization should obtain the appropriate visa or permit before travelling.
