BMET Registration Guide 2026: How to Get Your Emigration Clearance Card

Every Bangladeshi worker heading abroad for employment must complete BMET registration before departure.

The Bureau of Manpower, Employment and Training (BMET) issues an emigration clearance card — commonly called the manpower card — that you must present at airport immigration to leave Bangladesh on a work visa.

What Is BMET Registration and Who Needs It?

BMET registration is a mandatory government clearance for any Bangladeshi citizen travelling abroad on a work permit visa. It applies regardless of your profession, destination country, or the type of work you’ll be doing.

The Bureau of Manpower, Employment and Training operates under the Ministry of Expatriates’ Welfare and Overseas Employment.

Its job is to register outbound migrant workers, verify their employment documents, and ensure they receive pre-departure orientation before leaving the country.

Without a valid BMET clearance card, you will not be allowed through airport immigration, even if you hold a valid work visa.

The card confirms that you’ve completed all government requirements for overseas employment, including training and biometric enrolment.

How to Register for BMET Clearance: Step by Step

The process involves four main steps: online registration, biometric enrolment, pre-departure training, and card collection. Timing depends on TTC training schedules and clearance approval in your district.

Register online at oc.bmet.gov.bd

Visit the BMET Online Clearance System and create an account. You’ll need your National ID (NID) number and a valid passport to complete the registration form.

Fill in your personal details, passport information, employment details, and destination country. Upload a clear scanned copy of your passport when prompted.

If you have difficulty with the online portal, you can register in person at the Technical Training Centre (TTC) in your district. Bring your passport and NID — staff will complete the registration on your behalf.

Complete biometric fingerprint enrolment

Visit your local district BMET office to complete biometric fingerprint enrolment. This is mandatory and cannot be done online.

BMET has distributed biometric fingerprint devices to TTCs, IMTs, and DEMOs across all districts to make this step accessible nationwide.

Attend 3-day pre-departure orientation (PDO)

You must complete a 3-day Pre-Departure Orientation (PDO) programme at a Technical Training Centre in your district. The course covers destination country laws, worker rights, health and safety, financial management, and the immigration process. After completing the PDO, your passport is stamped to confirm attendance. Workers who have previously spent at least 12 months in their destination country may be exempt from this training — check with your local TTC for eligibility.

Receive your BMET clearance card

Your QR code-based BMET emigration clearance card is available after your clearance application is approved and you complete all the steps above.

You can download it digitally (see the section below on checking your status) or collect a physical copy. Keep this card safe — you must present it at Dhaka or Chittagong airport immigration when departing for your overseas job.

Documents You Need for BMET Registration

Gather all your documents before starting the process to avoid delays. Here is what you’ll need:

Valid passport — must be machine-readable (MRP) and match the name on your work visa
National ID (NID) card — NID-based BMET registration is mandatory
Work visa copy — a clear photocopy of the visa stamped in your passport or the e-visa approval
Demand letter — the employment offer or contract from your overseas employer
Recruiting agency documents — if you’re going through a licensed recruiting agency, bring their paperwork including the agency licence number, and check that the agency’s BMET licence is valid before you pay anything
Passport-sized photographs — recent colour photos (typically 2–4 copies)
PDO completion certificate — issued after your 3-day training at the TTC

BMET clearance card issuance is free as of December 2024.

The Ministry of Expatriates’ Welfare scrapped the Tk 250 smart card fee and Tk 250 correction fee to reduce migration costs for outbound workers.

Is BMET registration free?

BMET clearance card issuance is free. The Ministry of Expatriates’ Welfare scrapped the Tk 250 card fee and Tk 250 correction fee in December 2024.

How long does the entire BMET process take?

Timing depends on TTC training schedules and clearance approval in your district. The 3-day PDO training is usually the longest single step, and your clearance card is available after approval.

Can I skip the 3-day PDO training?

Only if you’ve previously spent at least 12 months in your destination country. Contact your district TTC to confirm whether you qualify for an exemption.

What happens if I arrive at the airport without my BMET card?

You will not be allowed through immigration. Bangladesh immigration requires a valid BMET emigration clearance card for all departing migrant workers, even if you hold a valid work visa.

Do I still use Ami Probashi for registration?

No — new applications go through oc.bmet.gov.bd. Ami Probashi is still useful for downloading already-approved cards and certificates, but BMET ended the contract with Ami Probashi for new clearance processing in April 2025.
