Kuwait Government Online lists Sahel as one access channel for Civil ID renewal, alongside PACI’s website, in-person service, and renewal by phone or SMS.
What Has Changed?
The practical change is that GCC residents can start the renewal from Sahel instead of relying first on a branch visit.
The broader PACI renewal setup already supports digital access, as Kuwait Government Online’s renewal and payment service says citizens and residents can complete multi-Civil ID renewal and payments online.
Arab Times reported that PACI has announced a dedicated Civil ID renewal mechanism for GCC citizens through Sahel, and Kuwait Government Online now publishes a separate Civil ID renewal page for Gulf Cooperation Council citizens. The report says the new system processes each renewal request based on the individual’s status and the information provided when the application is submitted.

How to Renew Through Sahel
Start by opening Sahel and checking the PACI services available on your profile. The Sahel listing says the app’s Services tab lets users apply for government services, while its Notifications tab shows service-status alerts from government agencies.
- Open Sahel and sign in to your account.
- Go to PACI or Public Authority for Civil Information services.
- Choose the Civil ID renewal option if it appears for your profile.
- Review the details, provide or confirm any required information, and complete payment if prompted.
- Keep Sahel notifications active so you can see renewal updates.
If the GCC-resident renewal option is not visible, use PACI’s official e-services or office route.
Kuwait Government Online says GCC Civil ID renewal can be accessed through PACI website e-services, and lists PACI headquarters in South Surra, First Floor, Citizens and GCC Registration Office, morning shift from 8:00 AM to 1:00 PM.
