How the Hajj Selection List Works
Saudi Arabia generally allocates national Hajj quotas using the longstanding benchmark of roughly one pilgrim per 1,000 Muslims; 1,673,230 pilgrims performed Hajj in 2025, against demand of many times that.
Each Muslim-majority country runs its own selection, which is broadly one of four models:
- Seniority queue: Indonesia and Malaysia. You pay a deposit, get a queue number, and wait years (or decades) for your turn.
- Annual application / Qurrah: India uses a randomised digital selection where applications exceed state or UT quotas; Pakistan uses balloting if applications exceed its quota. Applicants generally apply again for future seasons rather than keeping a permanent seniority queue.
- Pre-registration / serial-number system: Bangladesh uses its Hajj portal for pre-registration, tracking, and registration eligibility rather than a Qurrah-style annual draw.
- Nusuk Hajj allocation: UK, US, EU, Australia, and most non-Muslim-majority countries. Slots are released in phases on hajj.nusuk.sa until the country quota fills.
For Hajj 2026 — which takes place 25 to 30 May, with the Day of Arafah on 26 May and Eid al-Adha on 27 May — demand remained especially visible in queue and appeal-based systems:
Indonesia’s 2026 quota formula aimed to standardize regular Hajj waiting periods at about 26 years, and Tabung Haji said it received around 85,000 appeals against Malaysia’s 31,600 quota. Pakistan’s Ministry of Religious Affairs allocated roughly 119,210 to 120,000 government-scheme seats, with 118,060 applications reported after the process closed.
Not being selected is the statistical norm. It says nothing about your eligibility or the validity of your intention.
What Happens to You If You’re Not Selected
The short answer: your application doesn’t end — it pauses or rolls over. The exact mechanics depend on which country you applied through.
In the seniority systems, you simply stay in the queue at your existing position and move closer to the front each year. In annual application systems, your 2026 application does not automatically become a permanent queue position, but you can apply again next season with no penalty.

You do need to follow the next-season application process in Pakistan and India, and through Nusuk Hajj for the UK and other non-Muslim-majority countries. Perform Umrah While You Wait
Umrah can be performed at almost any time of the year — visa issuance pauses briefly for Hajj and resumes on 31 May 2026, per the Saudi Ministry of Hajj and Umrah.

Avoiding “Guaranteed Hajj” Scams
If anyone offers you a guaranteed Hajj 2026 slot outside your country’s official channel, walk away. Saudi enforcement is active and the penalties are severe.
Legitimate routes are narrow and clear:
