Saudi Arabia tightened its Umrah rules for the 1447 AH season and the changes affect how Indian agents quote and book packages.
Mandatory Nusuk hotel and transport booking
For 2026, the Ministry of Hajj and Umrah operates a “No Booking, No Visa” policy. A visa application must be linked to a verified Booking Reference Number for both accommodation and transport, arranged through Nusuk or licensed providers.
Reputable Indian agents now build this step into their quote workflow. If an agent cannot confirm the Nusuk reference, that is a red flag.
Umrah permits and the Nusuk app
Separate from the visa, pilgrims must obtain Umrah and Rawdah permits through the Nusuk app. Without a valid Umrah permit in the app, entry to Masjid al-Haram may be denied even with a valid visa in the passport.

The Umrah visa is valid for 30 days from the date of issuance (not the entry date), so enter Saudi Arabia within 30 days of issue. Once inside the Kingdom, pilgrims can stay for up to 90 days.
