Indonesian pilgrims can arrange Umrah through a licensed organiser or under Indonesia’s independent Umrah route. Both routes still require the correct Saudi visa, registered service bookings, health documents and a Nusuk permit.
Who Can Apply for an Umrah Visa From Indonesia?
Indonesia is not on Saudi Arabia’s tourist eVisa nationality list. Indonesian passport holders therefore need an Umrah-specific visa or another Saudi visa for which they are independently eligible.
For the independent route under Indonesia’s Law No. 14 of 2025, Article 87A requires the traveller to be Muslim and have:
- A passport valid for at least six months from departure
- Confirmed return flights to Saudi Arabia with clear dates
- A health certificate from a doctor
- A visa and proof of a service package purchased from a provider through the ministry’s information system
Independent Umrah is therefore not a completely unbundled trip. The required service package and visa process must still be recorded through the official system.
Licensed PPIU or Independent Umrah?
Using a licensed PPIU
A PPIU, or Penyelenggara Perjalanan Ibadah Umrah, can organise the visa, flights, accommodation, transport and guidance. Before paying, check the company named on the booking in the official SIMPU register and confirm that its licence is active.
Do not rely only on an advertisement, social-media account or accreditation grade. Match the legal company name, licence details and office information against the register.
Arranging independent Umrah
Law No. 14 of 2025 permits independent Umrah, but the same law requires proof of a service package from a provider through the ministry’s information system. Travellers remain responsible for checking every booking and meeting both Indonesian and Saudi requirements.

Documents and Health Requirements
Prepare the passport, visa documents, confirmed flights, service-package proof and the health certificate required by Indonesia’s independent-route rules. Your provider may request additional documents depending on the application route.
Saudi Arabia’s 2026 Umrah health rules require all Umrah travellers to receive a meningococcal vaccine covering serogroups ACYW. It must be administered at least 10 days before arrival. A conjugate vaccine is valid for five years, while a polysaccharide vaccine is valid for three years.
Travellers arriving from Indonesia must also have at least one dose of inactivated polio vaccine. If IPV is unavailable, Saudi Arabia accepts proof of at least one dose of a type-2-containing oral polio vaccine under the conditions in its health guidance.
Some older travellers, pregnant women and people with specified chronic or immune conditions must also provide proof of COVID-19 vaccination or immunity. Check the current Saudi health document with a clinic before travel.
Umrah Visa and Package Costs
There is no reliable fixed total for every Indonesian applicant. Visa, insurance and provider charges vary, while package prices change with flights, dates, hotel standard, trip length and included transport.

Treat unusually cheap offers cautiously. Ask for a written breakdown of the visa, flights, accommodation, intercity transport, meals and any operator charges, then verify the provider independently.

- Choose a licensed PPIU or confirm that you meet Indonesia’s independent-route requirements.
- Check the provider or operator against the relevant official register.
- Prepare your passport, health documents, return flights and service-package proof.
- Complete the visa process through the official platform or authorised provider used for your route.
- Check the issue, entry and stay dates printed on the approved visa before finalising travel.
- Use the Nusuk app to obtain the separate Umrah permit before performing Umrah.
A visa does not replace the Nusuk Umrah permit. Keep copies of the visa, permit, vaccination certificates and bookings available during the journey.
Key Dates for the 1448 AH Season
The 1448 AH Umrah season opened for visa issuance and arrivals on 31 May 2026. Entry to Makkah and Umrah permits through Nusuk began on 1 June 2026.
The final date for issuing Umrah visas is 9 March 2027, the final entry date is 23 March 2027, and Umrah pilgrims must leave Saudi Arabia by 7 April 2027. These dates apply to the official 1448 AH Umrah calendar and may not describe every other Saudi visa category.
