Getting your Pakistani degree or documents attested for a Gulf job means navigating a three-step chain: your issuing body (HEC or IBCC), then Pakistan’s Ministry of Foreign Affairs (MOFA), then the destination country’s embassy or attestation authority.

This guide walks you through every step in the order you’ll actually do them: from getting your degree verified by HEC to the final UAE MOFAIC stamp that makes your documents legally valid in the Gulf.

What Is Attestation and Why Gulf Employers Require It

Attestation is the official process of having government authorities verify that your documents are genuine.

Gulf employers — and the UAE’s Federal Authority for Identity, Citizenship, Customs and Ports Security — cannot legally process your work permit or residency visa without attested documents.

Pakistan acceded to the Hague Apostille Convention on 9 March 2023, which simplified document legalisation for signatory countries.

However, most GCC states are not Hague Convention members — UAE, Qatar, and Kuwait are not parties — so Pakistani documents heading to those countries still require the full embassy attestation chain, not just an apostille.

  5. Download your certificate: You receive an SMS and email notification. Download the e-Attestation Certificate directly from your HEC portal account.
  6. Pay online: Fees are paid through 1-Link (1-Bill) during the application.

HEC Attestation: Key Numbers

  • Processing time: 10–15 working days total (5–8 days for university verification + 3–5 days for HEC review). Build in 4–6 weeks before your deadline to be safe.

School and Intermediate Certificates (IBCC)

If you are attesting Matric (SSC) or Intermediate (HSSC) certificates — not a university degree — you need the Inter Board Coordination Commission (IBCC) instead of HEC.

Second step: MOFA Attestation (Pakistan Ministry of Foreign Affairs)

For UAE, Qatar, and Kuwait — use general attestation, then proceed to the embassy step. For Saudi Arabia, Oman, and Bahrain — apostille is accepted and eliminates the need for separate embassy attestation. Check the MOFA Pakistan apostille country list before deciding which route to take.

Note: As of March 2026, MOFA’s online apostille appointment portal has been temporarily suspended due to cybersecurity precautions. Contact MOFA directly or use an authorised courier company to arrange apostille processing in the interim.

Third step: UAE Embassy Attestation (and Other Gulf Embassies)

For UAE-bound documents, the final step in Pakistan is attestation by the UAE Embassy in Islamabad. This happens after MOFA has stamped your documents — the embassy will not accept documents without prior MOFA attestation.

The UAE Embassy Islamabad now processes attestation entirely online via the UAE MOFAIC platform, which means you do not need to physically visit the embassy.

UAE Embassy Attestation Steps

  1. Create a UAE Pass account at uaepass.ae and log into the UAE MOFAIC attestation portal
  2. Select Pakistan as the country of document issuance
  3. Fill in the application and complete online payment
  4. Document pickup: A MOFAIC-approved service provider in Pakistan contacts you within 24 hours to arrange document collection
  5. Digital attestation: Your documents are attested by both the UAE Embassy Islamabad and UAE MOFAIC. You receive the digitally attested certificate by email.

Frequently Asked Questions

Do I need HEC attestation for a diploma or vocational certificate?

HEC only attests degrees and diplomas issued by Pakistani universities. Vocational and technical certificates from NAVTTC or polytechnics follow a separate attestation path through NAVTTC itself before going to MOFA. Matric and Intermediate certificates go through IBCC, not HEC.

Can someone else submit my documents on my behalf?

Yes — for HEC, IBCC, and MOFA general attestation, blood relatives can submit documents on your behalf, or you can use an authorised courier service. Power of Attorney and Affidavits are the exception: the signatory must appear in person at MOFA.
