Where to Find the OFW Lounges: Terminal 1 and Terminal 3

The two OFW lounges are in different terminals, so knowing which one applies to your flight is the first thing to check.

Terminal 1 OFW Lounge

The OFW Lounge at Terminal 1 is on the 4th floor, adjacent to the pre-departure area.

An upgraded, expanded version of the lounge was inaugurated on December 1, 2025, led by First Lady Louise “Liza” Araneta-Marcos and NNIC president Ramon Ang.

Terminal 1 serves many international carriers popular with Gulf-bound OFWs, including Saudia, Malaysia Airlines, Korean Air, EVA Air, and Oman Air.

Terminal 3 OFW Lounge

The OFW Lounge at Terminal 3 is in the departure area near Gate 7 and can accommodate up to 216 OFWs at a time.

This was the first of the two lounges to open and has a dedicated OFW immigration lane beside it — so departing workers no longer need to queue at the regular immigration counters.

Terminal 3 handles flights operated by Cebu Pacific, Emirates, Qatar Airways, Etihad Airways, Singapore Airlines, Turkish Airlines, and other international carriers flying to Dubai, Riyadh, Doha, and other destinations.

What to Expect Inside the OFW Lounge

Both lounges offer the same core amenities at no cost, as confirmed by NNIC and the Philippine News Agency.

Food and drinks: Complimentary meals and beverages — including arroz caldo (chicken porridge) and local Filipino snacks at Terminal 1
Resting areas: Comfortable seating for waiting or sleeping before a long flight
Wi-Fi: Free wireless internet access (signal may slow during busy hours)
Charging stations: Power outlets and docks for phones, tablets, and laptops
Baggage storage: Secure rooms to store your luggage while you use the lounge

Both lounges are open around the clock, and you can use them regardless of your departure time or ticket class. As of June 2026, OWWA limits each visit to a maximum of six hours to ensure fair access — exceptions may apply when space is available or when a traveller needs special assistance.

NAIA announced plans in 2025 to add rest beds, massage chairs, shower rooms, and a secure locker area at the Terminal 3 lounge for OFWs with layovers of eight hours or more. Check with airport staff at the lounge entrance for the latest available facilities.

Who Can Access the Lounge and What to Bring

The OFW lounges are for departing overseas Filipino workers only — they are not open to the general public or arriving passengers.

Present the following at the entrance to gain access:

Overseas Employment Certificate (OEC) or OFW e-card — issued by the Department of Migrant Workers
Valid passport
Boarding pass for your departure flight
