Saudi Arabia’s Ministry of Hajj and Umrah has announced an all-inclusive Hajj package for the 2027 season, letting overseas agencies book accommodation, transport, meals and holy-site services through a single electronic request, according to the ministry’s statement carried by the Saudi Press Agency on September 28, 2026.
Pilgrims don’t sign it themselves: your Hajj office or agency uses it to arrange your services.
What the package includes
The unified contract consolidates four core service areas for the 2027 season:
- Holy-site services
- Accommodation in Makkah and Madinah
- Transportation
- Meals and catering
Agencies can also attach optional enrichment services. The framework is designed for agencies to build programs tailored to different groups of pilgrims within a flexible contractual model.
How the single contract works
Pilgrims’ affairs offices and overseas agencies submit one request covering services from arrival in the Kingdom until departure.
- Before: organizers needed separate agreements with each service provider.
- Now: one electronic contract, which the ministry says will improve transparency and clarify contractual relationships.
Contracting runs through the ministry’s Electronic Path platform, Nusuk Masar, which the ministry launched in June 2024 to connect pilgrims, ministry staff, service providers and Hajj offices. The ministry says the package supports Saudi Vision 2030 and the Pilgrim Experience Program.
How to plan
The package matters most to overseas pilgrims, who are the vast majority at Hajj. According to the General Authority for Statistics, 1,546,655 of the 1,707,301 pilgrims at Hajj 2026 (1447 AH) came from outside Saudi Arabia, about 91 percent.
- If you travel through an approved Hajj office or agency, it will arrange these services for you, so confirm package details directly with that office or operator.
- If your country books through the Nusuk Hajj platform, check that platform for 1448 AH details once they are announced.
- Watch for official ministry announcements on contracting timelines and service availability.
Hajj 2027 is expected around May 14 to 19, 2027 (8 to 13 Dhul Hijjah 1448 AH), with the Day of Arafah around May 15, subject to moon sighting.
