Four stars is the visa’s own floor, not a recommendation: the ministry will not issue one against a licensed hotel below that grade. Your booked nights also have to match the dates on the flights. Every property here clears the bar.
Questions
Which countries can use the Package Visa?
Jordan, Egypt, India, Bangladesh, Indonesia, Mexico and Pakistan. That is the list on the Ministry of Tourism’s own page. Several news outlets have added Morocco, which the ministry does not, so treat Morocco as ineligible until it appears there. The ministry says more countries will follow. Why would I pay more than the flight and room cost?
Because for most of these passports there is no other tourist route in. The standard Saudi e-visa covers 66 countries and none of these seven are among them, so the real choice is a package or an embassy application, not a package or a cheaper trip. The premium also buys something: no embassy visit, and the visa issued automatically with the booking rather than applied for on its own.
What has to be in the package?
A confirmed return flight, a licensed hotel of four stars or better with dates matching those flights, and the visa itself. You can add activities and attractions on top. Children under 18 are exempt from the SAR 4,000 floor, and up to five of them can travel on one package.
Can I perform Umrah on it?
The packages exclude any service in Makkah or Madinah, so nothing the agency sells you will be in either city. The visa still admits you to the country, and the ministry says holders may then travel to any Saudi city, Makkah and Madinah included. Hajj needs its own visa through an authorised operator.
What happens if I cancel?
Cancelling the package cancels the visa attached to it. If the visa is rejected you are refunded only for the refundable services inside the package, and never the visa fee or the insurance premium. Book it when your plans are firm.
How long can I stay?
From two days up to 88. The visa is single entry and runs for three months from your scheduled departure date, so it is tied to the trip you booked rather than being a visa you keep for later.

How these figures were built
Fares are the cheapest return economy fare for one adult found on Wego on 11 September 2026, for a two-day trip, which is the shortest stay the visa allows. One gateway airport stands in for each country. Bus and rail options that arrive in the flight feed as zero-stop trips were rejected, along with any itinerary whose endpoints were not the airports searched.
The night is the cheapest property in that city at four stars or better on the same dates, because that is the cheapest bed the visa’s own rule permits. It carries no guest-score filter, unlike the hotels shown further down, which need a score of 8.0 and at least 300 reviews.
The minimum package value is published in riyals. It is shown here as USD 1,067 using the riyal’s fixed peg of 3.75 to the dollar, so it can sit beside the fares. Every comparison is a “from” price on one sampled day, not a quote, and package prices from the agencies are not published openly.
