What Is the Schengen Cascade Regime?

The cascade is a rule inside the EU Visa Code — specifically Article 24 — that ties visa validity to your travel record.

It came into force in February 2020 under Regulation (EU) 2019/1155. The principle is simple: prove you travel responsibly, and your next visa lasts longer.

Whether you fly regularly to Paris, Rome, or Amsterdam, the same ladder applies — one year, then two, then five.

Who Qualifies for a 5-Year Multiple-Entry Schengen Visa

Article 24 sets out three tiers, climbed in order. Each tier requires lawful use of the previous one.

“Lawful use” has a precise meaning. A visa counts only if all of these apply:

You actually travelled on it — an issued but unused visa builds no credit
You returned home before it expired
You did not exceed the 90-days-in-any-180 limit
You did not breach any other entry condition

Frequent visitors to hubs like Madrid, Berlin, or Vienna benefit most, since they accumulate prior visas faster.

Article 24(2c) also allows a direct long-validity MEV — up to five years — for applicants who can prove an established need for frequent travel, even without a full cascade history.

Country-Specific Cascade Adaptations

The standard cascade applies across the board, but the EU has adopted more favourable rules for several specific nationalities. India, Indonesia, Türkiye, and Kuwait each have a distinct accelerated pathway.

India

The European Commission adopted Implementing Decision C(2024) 2434 on 18 April 2024, applying favourable cascade rules to Indian nationals.

Under it, Indians residing in India can be issued a two-year multiple-entry visa after lawfully using two Schengen visas within the previous three years.

The two-year visa is normally followed by a five-year visa, provided the passport has sufficient remaining validity, per the EEAS Delegation to India.

This adaptation came under the EU-India Common Agenda on Migration and Mobility and skips the standard one-year intermediate tier. Applicants from Mumbai, Delhi, and other Indian cities use this faster route.

Indonesia

On 23 July 2025, the Commission adopted an even faster track for Indonesian nationals residing in Indonesia.

An applicant who has obtained and lawfully used a Schengen visa within the previous three years can be issued a five-year multiple-entry visa directly — skipping both the one-year and two-year tiers.

Holders gain travel rights equivalent to visa-free nationals across all 29 Schengen states for 90 days in any 180-day period. Employment is still not permitted.

The EU framed this as a step in strengthening relations with Jakarta alongside broader trade and mobility cooperation.

Türkiye

On 15 July 2025, the Commission adopted favourable rules for Turkish nationals residing in Türkiye.

After two Schengen visas lawfully used within the previous three years, applicants qualify for a one-year multi-entry visa.

That can be followed by a three-year MEV and eventually a five-year MEV — each step requiring lawful use of the previous visa and sufficient passport validity.

Truck drivers are excluded. Travellers from Istanbul, Ankara, and other Turkish cities use this multi-tier route.

Kuwait

The Commission adopted favourable rules for Kuwaiti nationals on 8 September 2023.

Eligible applicants can be issued a five-year multi-entry visa directly, with travel rights equivalent to visa-free nationals during validity.

Where the visa duration would exceed the passport’s, validity is capped at three months before passport expiry.

Holders move freely across all 29 Schengen states for 90 days in any 180-day period, though employment is not permitted.

Country-of-residence is critical. These adaptations apply only to nationals applying from their home country. For example, Indian citizens applying from India may be assessed under the India-specific cascade rules.

However, Indian citizens living in Dubai, Riyadh, or Doha would usually apply under the standard Schengen cascade rules in their country of residence.

Saudi, Emirati, Qatari, Bahraini, and Omani nationals also use standard cascade rules. Only Kuwait among GCC states has its own adaptation as of 2026.

Why a 5-Year Visa Is Not Guaranteed

Meeting the cascade criteria gives you a strong case. It does not give you a contractual right to a five-year visa.

The Visa Code reserves discretion for the consulate at every stage. Eligibility opens the door — issuance is a separate decision.

Consular Discretion and Local Adaptations

Under Article 24(2d), the Commission can adopt country-specific cascade adaptations through implementing decisions — based on assessments by local Schengen cooperation. The India, Indonesia, Türkiye, and Kuwait rules sit on this legal basis, and apply uniformly across all Member State consulates in those countries.

Separately, consular officers retain discretion on each individual file. They weigh the strength of your overall application — purpose of travel, financial stability, ties to your home country, and prior compliance.

A weak application can result in a shorter validity than the cascade would otherwise indicate, or a refusal altogether.

The 11 Official Refusal Grounds

Under Article 32 of the Visa Code, a visa can be refused on any of these grounds:

False, counterfeit, or forged travel document
No justification for the purpose or conditions of the stay
Insufficient means of subsistence for the trip and the return
Already used 90 days within the current 180-day period
SIS alert for refusal of entry
Considered a threat to public policy, internal security, public health, or international relations
No valid travel medical insurance, where required
Doubts about the authenticity of supporting documents
Doubts about the veracity of statements
Doubts about the reliability of declared intentions
Doubts about the intent to leave before the visa expires

Any one of these can derail an application that otherwise meets the cascade criteria.

Passport Validity and Practical Limits

Your passport must still be valid for at least three months after your Schengen visa ends. If your passport expires in three years, you cannot get a five-year visa — however eligible you are otherwise.

The EEAS guidance for India explicitly states the five-year visa is granted “if the passport has sufficient validity remaining.”

You also lose visa duration if you apply too late. Validity runs from the issue date, not the date of your first entry.

Some applicants therefore receive a shorter MEV simply because their passport will expire first. Renew early if you are close to the threshold.

How to Strengthen Your Application for a Long-Validity MEV

The cascade rewards a verifiable pattern of compliance. Each of these steps tilts the consular decision in your favour.

Travel before you reapply. An unused visa builds no cascade credit. If you hold a current short-validity visa, use it before your next application.
Apply from your country of residence. Country-specific adaptations only apply when you reside in and apply from that country.
Show financial means. Provide bank statements, salary slips, or sponsor documents that prove you can fund the trip and the return.
Document ties to home. Employment letters, property records, family commitments — anything that signals you will return.
Renew your passport early. A passport with at least five and a half years of validity makes a five-year MEV technically possible.
Choose the right Schengen state. Apply to the country where you spend the most days, or your first entry point if days are equal — that consulate decides your visa.

None of these guarantees a five-year visa, but each weakens the most common reasons for shorter validity or refusal. Once issued, a long-validity MEV makes it easier to plan repeat trips — hotels in Paris or hotels in Rome become more spontaneous bookings.

Frequently Asked Questions

Can I get a 5-year Schengen visa on my first application?

Generally no — you need prior visa use. Indonesians residing in Indonesia and Kuwaitis residing in Kuwait are the exceptions, with direct pathways to a five-year MEV. For most other nationals, the standard cascade tiers apply.

What does “lawful use” of a previous visa mean?
