The Passport Seva Project (PSP) was launched in 2010 by the Ministry of External Affairs (MEA), India, to increase and improve the delivery of passport services to Indian citizens.

As part of this, the MEA launched the Passport Seva online portal with the main aim of providing passport services to citizens in a timely, transparent, accessible, reliable, and comfortable manner through streamlined processes and a committed and motivated workforce.

The introduction of chip-enabled electronic passports is anticipated to expedite the processes offered by passport offices. This enhancement is a component of India’s Passport Seva Programme 2.0, an upgraded version of the existing Passport Seva Programme initiated in 2012.

The upcoming Passport Seva Programme 2.0 is set to bring forth a more efficient and technologically advanced system.

As stated in the government release, the key elements of Passport Seva Programme 2.0 are “setting up of a state-of-art digital ecosystem, process overhauling and integration among various stakeholders and database, improving citizen interface, upgrading technology, adopting best practices and strengthening data security. Security aspects, including strategic assets such as Data Centres, Database and Application Software, will be owned by the Government.”

The government release further highlighted that there would be strict access controls across the system, incorporating biometrics. On the digital front, the initiative envisions the establishment of a comprehensive infrastructure, including a Data Centre, Disaster Recovery Centre, and Government Secure Repository.

These components will be interconnected with all Passport Seva Kendras (PSKs), Passport Offices, and Indian Missions/Posts abroad, facilitating an electronic file system for passport processing across the entire issuance ecosystem. Furthermore, the system will be subject to continuous 24x7x365 monitoring and supervision through a cutting-edge Network Operation Centre (NOC).

Moreover, biometric information, including photographs and fingerprints, will be stored on the chip embedded in the passport. This new system ensures enhanced security, minimizing the risk of counterfeit passport production.

What is the Seva Passport?

The Passport Seva online portal facilitates the delivery of passports and other related services in a simple, efficient, and transparent manner. Furthermore, it integrates with the State Police for physical verification of the applicant’s credentials and with India Post for passport delivery, enabling a countrywide networked environment for Government employees.

Seva Passport registration

To register on the Passport Seva online portal, follow the steps given below:

  • visit the Passport Seva website.
  • under the “Register to apply at” section, select “CPV Delhi” for a Diplomatic/Official passport at the Consular, Passport and Visa (CPV) division, Delhi, and for others, select “Passport Office”
  • fill in all the required details, including Passport Office, Given Name, Surname,
  • enter the Captcha accurately.
  • click on ‘Register’ and you will now be registered on the Passport Seva online portal.

Seva Passport login

You can log into your Passport Seva account by following the steps given below:

  • visit the Passport Seva website.
  • enter your “Login Id”
  • click on “Continue,” and you will be able to log into your Passport Seva account.

Seva Passport requirements

The documents required to apply for a fresh passport depend on the type of passport application and application category of the applicant.

You can find out the list of documents required to apply for a fresh passport on the Passport Seva website. Just fill in the required details, including the type of application, application category, and whether or not the applicant is eligible for the Non-ECR category, and you will be able to view your required documents.

Please note that:

  • applicants are advised to visit their jurisdictional passport office’s home page under the Passport Office page to know about additional documents required, if any.
  • applicants are required to furnish original documents along with one set of self-attested photocopies of the same at the Passport Seva Kendra (PSK) for processing.

For minors

  • it is assumed that the consent of both parents is available unless specified.
  • for minor applicants, a current address proof document in the name of the parent(s) can be submitted.
  • it is advised to carry original and self-attested copies of parents’ passports to Passport Seva Kendra (PSK), in case the parents possess passports.
  • for minor applicants, documents can be attested by parents.
  • the minor applicant is eligible for Non-ECR till they attain the age of 18 years.

For Emigration Check Required (ECR) or Emigration Check Not Required (ECNR) categories

  • ECR status will be printed on the passports of the applicants who fall in the ECR category. For those falling in the non-ECR category, there will be no specific mention in the passport.
  • the practice of putting non-ECR (previously ECNR) stamps has been discontinued.

How to apply for a passport from the Seva Passport website?

You can apply for a passport from the Passport Seva website by following the steps given below:

  • register through the Passport Seva Online Portal
  • login to the Passport Seva Online Portal with the registered Login ID
  • click on the “Apply for Fresh Passport/Re-issue of Passport” link
  • fill in the required details in the online application form and click on ‘submit’
  • select the “Pay and Schedule Appointment” link on the “View Saved/Submitted Applications” section to schedule an appointment.
    • please note that online payment has been made mandatory for booking appointments at all PSK, or POPSK, or PO. The online payment can be made using any one of the following payment modes:
      • Credit/Debit Card (MasterCard and Visa)
      • Internet Banking (State Bank of India (SBI) Associate Banks and Other Banks)
      • SBI Bank Challan
  • click on the “Print Application Receipt” link to print the application receipt containing the Application Reference Number (ARN) or the Appointment Number. Please note that carrying a printout of the Application Receipt is NO longer mandatory. An SMS with your appointment details is also accepted as proof of appointment during your visit to the Passport Office.
  • visit your nearest Passport Seva Kendra (PSK) or Regional Passport Office (RPO) where an appointment has been booked, along with the required documents. You check the appointment availability at all PSK/POPSK/PSLK from here

Please note that:

  • only emergency or medical cases and preapproved categories may visit Passport Seva Kendra without an appointment. Services will be provided at the discretion of Passport Seva Kendra, in charge, or the Passport Officer.
  • in the case of minor applicants, that is, those below 4 years of age, their guardians must carry their recent passport-size photograph (4.5 X 3.5 cm) with a white background.
  • resubmission of the application form is required in case the applicant does not visit the Passport Seva Kendra within 90 days from the online form submission.

Seva Passport appointment

The Passport application can be processed at any Passport Seva Kendras (PSK), Post Office Passport Seva Kendras (POPSK), or Passport Seva Laghu Kendra (PSLK) within India, irrespective of your residential address.

You check the appointment availability at all PSK/POPSK/PSLK from the Passport Seva website by just entering your Passport Office and the Captcha accurately.

To track your Passport Seva application status, follow the steps given below:

  • visit the Passport Seva website.
  • select “Application Type”
  • enter your “File Number” and “Date of Birth”
  • click on “Track Status,” and you will be able to track your Passport Seva application status.
