With the COVID-19 pandemic deemed under control in Singapore, the city-state is progressively re-establishing cross-border travel by implementing Reciprocal Green Lane (RGL) and Air Travel Pass (ATP) arrangements with select countries. The establishment of these special travel arrangements is a part of the Singaporean government’s broader effort to further ease and facilitate movement across the board while continuing to safeguard public health.

The select countries to which Singapore has agreed to form these fast lanes are naturally countries with favorable epidemiological situations themselves. Still, adhering to the strict prevention and safety precautions are mandatory for all travellers wishing to enter or exit Singapore.

Countries with RGL and ATP arrangements in place

China

The RGL arrangement is in place between Singapore and six Chinese provinces and municipalities, namely Chongqing, Guangdong, Jiangsu, Shanghai, Tianjin and Zhejiang. All approved RGL travellers must remain in their accommodation until a negative COVID-19 PCR test result is conveyed (within 48 hours).

Travellers from China may also apply for an ATP for short term visits. They must first secure an accommodation in Singapore to serve their one to two day isolation period until the results of their PCR tests have been known.

Furthermore, travellers must submit their health, travel history, and accommodation declarations electronically via the SG Arrival Card, no earlier than three days prior to his/her date of arrival in Singapore.

Finally, they must ensure that their mobile devices are compatible with the TraceTogether app, to be installed for the duration of their stay.

Japan

The RGL Business Track corridor is now in place to facilitate essential short-term business and official travel between both countries. The special arrangement is applicable to all residents in Singapore and Japan entering/exiting through Tokyo (Narita International Airport or Haneda International Airport) or Osaka (Kansai International Airport).

Travellers from Japan are not required to serve a 14-day SHN period but must undergo a PCR test within 72 hours prior to departure and obtain a certificate of having tested negative for COVID-19 issued by medical institutions designated by the Japanese government.

Furthermore, travellers must submit their health, travel history, and accommodation declarations electronically via the SG Arrival Card, no earlier than three days prior to his/her date of arrival in Singapore.

Finally, they must ensure that their mobile devices are compatible with the TraceTogether app, to be installed for the duration of their stay.

Update: On 26 December 2020, Japan announced a temporary ban on the entry of all non-resident foreign nationals into Japan from 28 December 2020 to 31 January 2021. Given the reciprocal nature of the Singapore-Japan RGL and Residence Track, travellers will not be able to apply to travel from Japan to Singapore under the RGL during this period. Travellers who have already received approval to enter Singapore under the RGL can continue to do so but should check with the Japanese Embassy in Singapore with regard to the latest immigration regulations for their return to Japan.

Republic of Korea

Singapore and the Republic of Korea have implemented the Fast Lane for essential business and official travel between them. The arrangement is open to all residents of both countries.

Travellers from Korea are not required to serve a 14-day SHN period but must undergo a PCR test within 72 hours prior to departure and obtain a certificate of having tested negative for COVID-19 issued by medical institutions designated by the Korean government.

Malaysia

The RGL along with the Periodic Commuting Arrangement (PCA) arrangements are meant to accommodate the needs of cross-border travels between Malaysia and Singapore.

For RGL travellers, a 14-day SHN period is not required but must undergo a PCR test within 72 hours prior to departure and obtain a certificate of having tested negative for COVID-19 issued by medical institutions designated by the Malaysian government.

Under the PCA, approved travellers/employees are required to remain in their country of employment for at least 90 days before returning to their home country for short-term home leave. Cross-border entry under the PCA is only permitted via land at the Causeway and Second link. Upon entry into Singapore, PCA-approved travellers/employees are required to serve a 7-day Stay-Home Notice (SHN) before taking a COVID-19 Polymerase Chain Reaction (PCR) test.

Brunei Darussalam

Residents of Brunei Darussalam may apply for travel permits on both essential travel and non-essential travels under the RGL and ATP arrangements respectively.

For RGL travellers, a 14-day SHN period is not required but must comply with a pre-departure and post-arrival COVID-19 PCR tests. Travellers must also abide by their pre-declared controlled itinerary during their visit and download and use the TraceTogether app for the duration of their stay.

Those under the ATP scheme are eligible for short-term and non-essential visits to Singapore. In lieu of a 14-day SHN period, travellers must undergo an on-arrival PCR test upon arrival. Installing the TraceTogether app for the duration of their stay is also mandatory.

Australia

Excluding the state of Victoria, travellers from Australia are allowed entry to Singapore. Those looking for a short-term visit to the country may do so under the ATP scheme.

Australian travellers must first secure an accommodation in Singapore to serve their one to two day isolation period until the results of their PCR tests have been known.

Furthermore, travellers must submit their health, travel history, and accommodation declarations electronically via the SG Arrival Card, no earlier than three days prior to his/her date of arrival in Singapore.

New Zealand

Vietnam

Travellers from Vietnam are allowed entry to Singapore. Those looking for a short-term visit to the country may do so under the ATP scheme.

Indonesia

Business or official travellers that are Indonesian citizens and are seeking to make an essential trip to Singapore may do so via RGL. Either a Company or Government Agency in Singapore can sponsor/apply for a SafeTravel Pass-RGL on behalf of the said traveller.

Approved RGL travellers must take a COVID-19 PCR test within 72 hours before departure to Singapore. The results must be in English and state the required details.

Furthermore, travellers must submit their health, travel history, and accommodation declarations electronically via the SG Arrival Card, no earlier than three days prior to his/her date of arrival in Singapore.

Update: On 28 December 2020, Indonesia announced a temporary ban on the entry of all foreign nationals into Indonesia. Given the reciprocal nature of this travel arrangement, travellers will also not be able to apply to travel from Indonesia to Singapore under the Singapore-Indonesia RGL / TCA . Travellers who have already received approval to enter Singapore under the Singapore-Indonesia RGL / TCA can continue to do so.

Hong Kong

After establishing eligibility and obtaining the ATP and visa, Hong Kong travelers must ensure that they have secured a flight ticket from Hong Kong to Singapore on one of the following flights designated by the Singapore Government and the Hong Kong Government under the ATB:

Travellers must also undergo a COVID-19 polymerase chain reaction (PCR) test within 72 hours before the scheduled departure time of the designated flight from Hong Kong to Singapore, at one of the testing institutions recognized by the Hong Kong Government. The results must be in English and state the required details. Children under 12 are exempted are not required to undergo a COVID-19 PCR test.

Furthermore, travelers must submit their health, travel history, and accommodation declarations electronically via the SG Arrival Card, no earlier than three days prior to his/her date of arrival in Singapore.

Finally, they must ensure that their mobile devices are compatible with the TraceTogether app, to be installed for the duration of their stay.

Update: Given the evolving COVID-19 situation in Hong Kong, the Singapore and Hong Kong Governments have agreed to defer the launch of the Singapore – Hong Kong Air Travel Bubble (ATB) flights. This is to safeguard public health in both cities as well as travellers’ health.

Germany

Business or official travellers seeking to travel via the RGL to Singapore must be sponsored by either a Singapore-based company or a Singapore Government agency, which will file an application on behalf of the applicant for a SafeTravel pass.

Approved RGL travellers must take a COVID-19 PCR test within 72 hours before departure to Singapore. The results must be in English and state the required details.

Furthermore, travellers must submit their health, travel history, and accommodation declarations electronically via the SG Arrival Card, no earlier than three days prior to his/her date of arrival in Singapore.
