Student visa refusal rates, by course type
Course type is the biggest lever you control. Vocational and TAFE applicants abroad were refused more than four times as often as university applicants. Postgraduate research stays below 4 percent either way.
Student visa refusal rates, by passport
Pakistan, Thailand, Colombia and Mongolia are not shown separately here. They are grouped into an other countries line for applicants outside Australia, so their own numbers are not published. Switch to inside Australia to see Pakistan and Thailand.
The United States, Malaysia, Japan and Hong Kong are not shown separately here. Very few of their citizens apply from inside Australia, so they are grouped into an other countries line instead.
Where you apply from matters as much as your passport. Nepal, India and Bangladesh each saw refusals jump more than 16 points in one quarter applying from home. The same passports do better from inside Australia.
What to do about a student visa refusal
Which reason you are worried about
Explain your own situation clearly. A generic answer is the most common reason for refusal.
- Answer all five questions in your own words: your life at home, your plans in Australia, how the course helps your career, any past visa history, and anything else relevant.
- Explain why this course, this school and this city, not something similar back home. A copied answer stands out immediately.
- Explain any gap since your last qualification, and any change in your field of study.
- Say clearly if you hope to work in Australia afterwards. This is allowed, and no longer a reason to refuse you on its own.
- Keep your answers consistent with your documents. A mismatch with your bank records is the most common mistake applicants make.
Show your money clearly, and know where it came from.
- Budget AUD 29,710 for twelve months of living costs, plus AUD 10,394 for a partner and AUD 4,449 per child.
- Add your first year of course fees, minus what you already paid, plus travel money: AUD 2,000 from most countries, or AUD 1,000 if you are already in Australia.
- Add AUD 13,502 a year for each school-age child you are bringing.
- Keep the money in your account a while before you apply. A deposit that lands just days before invites extra questions.
- Or qualify through income instead of savings: AUD 87,856 a year from a parent or partner, AUD 102,500 if family come with you.
Book an English test Australia actually accepts, at a real test centre.
- Most courses need IELTS 6.0 overall, or the equivalent, without extra English classes first.
- IELTS 5.5 is enough with at least 20 weeks of English study first, IELTS 5.0 with a longer pathway course.
- At-home, webcam-monitored tests are not accepted, including IELTS Online, OET@Home, CELPIP Online and the TOEFL iBT Home Edition.
- For TOEFL iBT, choose Taking TOEFL for Australia at registration, or the score will not count.
- Check your result has not expired by the day you apply, not the day you took it.
One false document can cost you far more than this visa.
- PIC 4020 covers false or misleading information and fake documents: a three-year ban, or up to ten years in serious cases.
- It applies even if you did not know. An agent altering your bank statement puts the ban on you, not them.
- Ask your agent for a copy of everything sent under your name, and read it before it is sent.
- Declare every past visa refusal, for any country, even ones that seem unimportant. Omissions found later count as misleading.
- Get translations properly certified, and keep the originals within reach during processing.
Your school’s situation affects your speed, not your approval.
- Hold a valid enrolment confirmation for your exact course, valid until the decision.
- Ministerial Direction 115 orders applications by how full each school’s student quota is. It is not a limit on visas and does not decide grant or refusal.
- Schools under 80 percent of quota are Priority 1, at or over it Priority 2, more than 15 percent over Priority 3, the slowest group.
- Explain any step down in study level. A finished master’s moving to a diploma is what officers examine most closely.
- Arrange Overseas Student Health Cover for your whole stay, from the day you arrive, not the day the course starts.
Find the exact sentence in your refusal letter that explains the decision.
- Read the Genuine Student section of the letter. It names the officer’s specific doubt, not a general one.
- Answer that doubt with evidence, not more writing. A letter from an employer beats another paragraph.
- If refused in Australia, you have 28 days to ask the Administrative Review Tribunal to review it, a deadline that cannot be extended. The fee is AUD 3,727, or half that if you cannot afford it.
- If refused outside Australia, there is no independent review. Applying again, fixing what failed, is your only option.
- Do not send in a near-identical application. Officers compare it with your last refusal.
Fix how you prove the money, not just the amount.
- Find out if the refusal was about the amount or its source. Each needs a different fix.
- If the source was doubted, get income records, tax documents and a letter from your supporter explaining the relationship and the transfer.
- If the amount was too low, check the current figure. It changes over time, so do not reuse last year’s number.
- A loan counts as evidence if it is from a proper bank or lender, with clear terms.
- Budget AUD 2,500 to apply again. It is not refunded if you are refused.
The easiest refusal to fix. Retake the test and apply again.
- Check which score the Department used. Expired or wrong-format is a different problem from a genuinely low score.
- An at-home test score was never valid for the visa, and no appeal changes that. Retake it at a real test centre.
- A genuinely low score just needs a higher one. The Tribunal can consider evidence you did not have when you first applied.
- An English course before your main one lowers the score you need, but it lengthens the visa and the funds required.
- Ask your school for a new enrolment confirmation if your course changes.
Find out if PIC 4020 was used against you. It changes everything that follows.
- Find the rule named in your refusal letter. A 4020 refusal says so directly.
- If it applies, the ban runs from the refusal date and covers most future Australian visas. Get advice from a registered migration agent or lawyer before doing anything else.
- There is an exception, but only for very strong or compassionate cases. It needs a real argument, not just a request.
- If an agent caused it, collect proof now: emails, receipts, what you actually signed.
- If it was not PIC 4020 and the problem was just a missing or unclear document, that is a simple fix, not a ban.
Change something real about your course, not just the wording.
- A fresh application for the same course at the same school is unlikely to look any different.
- If refused in Australia, section 48 usually blocks a new application while you stay. Review or leaving are the realistic options.
- Confirm your enrolment survives the refusal, and get it in writing before you apply again.
- Check your school’s current priority group. Being over quota means a slower wait, not a worse chance.
- If refused outside Australia, use the time. A stronger course fit beats applying again quickly.
Pick your reason and the panel shows exactly what to fix. Australia refused 19.3% of all student visa applications in the quarter to December 2025, up from 15.1% a year earlier.
What the flight costs once you are approved
Fares vary a lot by both origin and destination. Jakarta to Perth, the cheapest route sampled, costs about a fifth of Kathmandu to Brisbane, the most expensive. Use the number for the city your school is in, not whichever route looks cheapest.
Choose your own dates once you know the result. Prices move a lot between this snapshot and your booking.
Questions
Can I appeal an Australian student visa refusal?
Only if you were in Australia when refused. You can ask the Administrative Review Tribunal to look again within 28 days, a deadline that cannot be extended. The review costs AUD 3,727, or half that if you cannot afford it. If you applied from outside Australia, there is no independent review, so applying again is your only option.
How much money do I need to show?
AUD 29,710 for twelve months of living costs, plus your first year of course fees and travel money, and more if you are bringing a partner or children. These amounts update yearly, so check the current figure when you apply.
Does a refusal stop me applying again?
Usually not, but two things can. If refused while in Australia, section 48 normally blocks a new student visa application while you stay. If the refusal involved false or misleading information, PIC 4020 can ban you from most Australian visas for three years or more.
Will changing to a cheaper college improve my chances?
Not on its own, and it can make things worse. Vocational and trade courses have by far the highest refusal rate, and officers watch closely for anyone stepping down from a higher qualification. Ministerial Direction 115 can make your application faster or slower depending on your school’s quota, but it does not affect approval.
Can I use an online English test?
No. Tests taken entirely at home, webcam-monitored instead of in person, are not accepted, including IELTS Online, OET@Home, CELPIP Online and the TOEFL iBT Home Edition. For TOEFL iBT, choose Taking TOEFL for Australia at registration, or the score will not count.
Is the visa application charge refunded if I am refused?
No. The fee is AUD 2,500 for most main applicants from 1 July 2026, up from AUD 2,000, and you pay it again each time you apply. Applicants from ASEAN countries, several Pacific nations, Timor-Leste, and standalone English or non-award courses pay a lower rate.

How these figures were produced
- The grant rates are the Department’s own: grants divided by decisions, where decisions means grants plus refusals. The refusal rate shown here is 100 minus that number. All figures come directly from tables 3.01 and 3.03 of the December 2025 report.
- The two halves of the source table each list that location’s own top 15 nationalities, and they are not the same 15. A country missing from one tab is grouped into an other countries line instead, not published on its own. It is never zero, and each panel says which countries this affects.
- The Department describes the current financial year’s figures as not final yet, and they can be revised later. The quarter shown is the most recent one published, not the most recent that has happened.
- Fares are the cheapest one-way economy price for one adult, checked on a single ordinary weekday about ten weeks from now, so every city is compared fairly. It is not a suggested travel date, and it is not used in any link on the page.
- The Jakarta links use Wego’s city code rather than the Soekarno-Hatta airport code, so they cover every Jakarta airport. The fare beside them was sampled at Soekarno-Hatta.
- Ministerial Direction 115 controls the order applications from outside Australia are looked at. The Department says it is not a limit on visas and does not affect who is approved or refused, so nothing here treats a school’s priority group as a sign of the outcome.
