The Pact is a set of common rules for handling asylum seekers and people who arrive in the EU without a visa, applied across member states from 12 June 2026.
It does not change the rules for tourists, business visitors, students, or workers entering legally.
The European Commission confirms that people legally present in the EU keep their existing rights.
In short, the Pact mainly matters to you if you plan to seek asylum or arrive without the right documents. If you have a valid visa, residence permit, or visa-free status, it largely passes you by.
The Pact’s main practical change is for irregular arrivals:
- Screening on arrival: Anyone arriving at an EU external border without an entry visa goes through an identity, security and health check that can take up to seven days.
- Faster asylum decisions: A border procedure aims to assess certain claims quickly, close to the border, rather than after people move inland.
- Shared responsibility: Member states agreed on a solidarity system to share the load of hosting and processing asylum applications.

Do I need ETIAS if I already need a Schengen visa?
No. ETIAS is only for visa-free travellers. If your nationality requires a Schengen visa, you keep applying for the visa and ignore ETIAS.
Is EES already in use?
Yes. The Entry/Exit System has been fully operational at Schengen border crossings since 10 April 2026. Your first crossing now includes fingerprints and a facial photo.
How much does ETIAS cost and how long does it last?
ETIAS costs EUR 20, with no fee for travellers under 18 or over 70. It is valid for up to three years, or until your passport expires.
Does the Pact change my EU residence permit?
No. Your right to live, work, or study comes from your permit, which the Pact does not touch. Just keep it valid and carry it when you travel.
