If you’re a Pakistani heading abroad on a work visa, your passport must carry a Protector stamp from the Protectorate of Emigrants (PE) before you can board your flight out of the country.
This stamp — commonly called “Visa Protector” — is the government’s record that your employment contract has been checked and your name is on file.
Without it, airport immigration will not let you leave Pakistan for work.
What Is Visa Protector and Who Needs It?
Visa Protector is an official clearance from the Bureau of Emigration & Overseas Employment (BE&OE) that any Pakistani going abroad on a work visa is legally required to obtain under the Emigration Ordinance, 1979.

You do not need Visa Protector if you are travelling on a visit, tourist, business, Hajj, Umrah, or student visa, only on a work/employment visa.
Documents You Need to Prepare
You’ll need a complete document set before applying, whether online through e-Protector or in person at a PE office. Missing or unclear documents are the most common reason for delay.
The standard document list, per the MRC Pakistan checklist, covers:

If you’re going on direct employment (you arranged the job yourself), you submit the documents directly to the PE office or through the e-Protector portal.
How to Apply: Online e-Protector and In-Person Process
Since January 2024, intending emigrants on direct employment can apply for Protector clearance entirely online without visiting a PE office, according to a Ministry of Foreign Affairs press release.
Applications are submitted through the official portal at beoe.gov.pk/online-emigrant-registration-delta, where you upload scans of your documents and pay fees via bank challan.
Step-by-step process
Whether you apply online or in person, the BE&OE process follows the same four core stages outlined in the bureau’s “How to get Emigrant’s Protection” guide:
- Document submission — upload or hand in your passport, visa, contract, CNIC, medical report, photos and bank challan
- Registration and briefing — once verified, you receive a registration number and attend a pre-departure briefing on your rights and responsibilities

Fees, Insurance and Welfare Fund
The total Protector fee package is built from several smaller line items, all paid through a designated bank challan before your passport can be stamped.
The core charges for a direct emigrant, as listed on the BE&OE Emigrant Fee Structure page, are:
- Life insurance premium: Rs. 2,500 — covers Rs. 1,000,000 in life cover, valid for 5 years
- OPF Welfare Fund contribution: Rs. 4,000 — automatically enrols you as an Overseas Pakistanis Foundation member
- Registration fee: Rs. 2,500 for direct emigrants (Rs. 500 if you apply through a licensed OEP)
- OEC fee: Rs. 200
That brings the direct-emigrant total to Rs. 9,200 in core government fees.
For workers going through a licensed Overseas Employment Promoter, the OEP can charge a regulated service fee on top of the government fees, which raises the total bill significantly.
Always insist on a proper bank challan and a receipt for every payment, and never pay cash to a middleman — fee fraud is one of the most common complaints handled by the BE&OE.
Benefits, Validity and What Happens After Stamping
Once your passport carries the Protector stamp, you’re treated as a registered overseas Pakistani — which unlocks a set of real protections and entitlements abroad.
According to the MRC Pakistan protection guide, registered emigrants are entitled to:
- Life insurance cover of Rs. 1,000,000 for 5 years through the State Life Insurance Corporation of Pakistan scheme
- Legal protection if your foreign employer breaches the Foreign Service Agreement
- Assistance from the Pakistan mission and Community Welfare Attaché in your country of employment
- Overseas Pakistanis Foundation (OPF) membership benefits, including educational support for your children and housing scheme access
- OPF financial assistance in cases of accident or worker death abroad
The Protector stamp is tied to the specific work visa you submitted, so if you change employer or country you may need to re-apply.
If your contract is renewed with the same employer in the same country, you generally don’t need a fresh stamp, but you should check with the relevant PE office or your Pakistan embassy before flying back.
