Singapore was once one of the world’s most stringent countries in implementing the zero-COVID policy by way of strict lockdowns and sealing shut its borders to much of the world. 

However, the city-state is now gradually transitioning away from the policy of having zero COVID infections to one that tolerates some degree of infections while ramping up its vaccination rate.  

In line with the living with COVID policy, Singapore has launched the Vaccinated Travel Lanes (VTL) scheme reflecting the government’s commitment to the reopening of international travel to and from the country.

Vaccinated Travel Lanes explained

The VTL is a travel arrangement between Singapore and a list of countries deemed epidemiologically safe allowing travellers from the specified countries to travel to Singapore without having to quarantine upon arrival. 

Generally, the VTL is reciprocal in nature; meaning that Singaporeans may also travel to the VTL countries without having to quarantine. However, as of late, there are still countries requiring Singaporean travellers to quarantine upon arrival or closed off for inbound travel altogether.

Countries on Singapore’s VTL are as follows:

Active VTL countries/regions

Australia, Brunei Darussalam, Canada, Denmark, Finland, France, Germany, India, Indonesia, Italy, Malaysia, the Netherlands, the Republic of Korea, Spain, Sweden, Switzerland, the United Kingdom, and the United States.

Upcoming countries and regions

  • Thailand on 13 December
  • Cambodia, Fiji, Maldives, Sri Lanka, and Turkey on 15 December

Deferred until further notice

  • Qatar, Saudi Arabia, and the United Arab Emirates

VTL requirements for arriving passengers

Short-term visitors looking to enter Singapore must fulfil the following requirements:

  • must be fully vaccinated with WHO EUL vaccines as proven by an acceptable proof of vaccination. Medical exemptions are not accepted
  • must hold a Vaccinated Travel Pass (VTP)
  • must hold a negative pre-departure COVID-19 test result
  • must hold a valid COVID-19 insurance policy. This is applicable to short-term visitors
  • must hold a valid visa (if applicable)  
  • must have been in a VTL country for 14 days prior to their flight 
  • must arrive on VTL designated flights to be allowed entry. Travellers will not be required to serve a Stay Home Notice (SHN) upon arrival.

Returning Singaporean citizens and permanent residents are not required to apply for the VTP beforehand or arrive on designated VTL flights. However, those arriving on non-designated VTL flights will be required to serve SHN.

Designated VTL flights refer to flights departing for Singapore from a list of VTL countries. The following are designated VTL flights for fully vaccinated travellers to Singapore. The majority of these VTL routes are serviced by Singapore Airlines.
