India Introduces e-OCI: A Guide to the New Digital OCI System

India launched the e-OCI, a fully electronic Overseas Citizen of India card, on 1 May 2026.

Here’s what’s changed, the revised fees, and the passport-update rules every OCI holder must follow.

What Is e-OCI and What Has Changed

The Ministry of Home Affairs notified the Citizenship (Amendment) Rules, 2026 on 30 April 2026. The rules took effect immediately, ending the paper-only era of the OCI booklet.

The e-OCI is a fully digital OCI registration issued through the official OCI Services portal. Every stage of the OCI life cycle now runs online.

Key Shifts Under the New Rules

• Digital-first issuance: Applicants are issued an OCI either as a physical card or as an e-OCI, recorded in the new Form XXIX.
• Centralised electronic register: The issuing authority maintains an electronic record of all OCI holders in Form XXX.
• Online-only applications: Fresh registration, re-issuance, transfer to a new passport, and renunciation must all be filed through ociservices.gov.in.
• No duplicate paperwork: The earlier requirement to submit documents “in duplicate” has been removed.
• Faster turnaround: The MHA expects processing to fall to under 15 working days once legacy files migrate.

The e-OCI will be tied into India’s Immigration, Visa & Foreigners Registration & Tracking (IVFRT) 2.0 platform, the same system that powers automated e-gates at major Indian airports.

Who Needs to Switch to e-OCI

If you already hold a valid physical OCI card, you do not need to switch immediately. Existing physical cards remain valid for travel. The shift to digital affects new applications and any miscellaneous services from 1 May 2026 onwards.

You will interact with the e-OCI system whenever you do any of the following:

• Apply for a fresh OCI registration
• Update your OCI record after a new passport
• Re-issue your card after the first new passport post-age 20
• Replace a lost or damaged card
• Renounce your OCI status

Special Rule for Minor Cardholders

The amended rules state that a minor cannot hold an Indian passport and a foreign passport simultaneously. The new declaration is required when parents apply for an Indian passport for a child — they must confirm that no foreign passport is held, and any existing foreign passport must be surrendered before a fresh Indian passport is issued. For OCI applications, the standard rule still applies: the applicant must be a foreign citizen and cannot also hold an Indian passport.

e-OCI Fees and How to Apply

The fee structure was revised on 1 April 2026. The fresh OCI fee jumped to USD 275 and a new late-update penalty was introduced.

An ICWF surcharge of USD 3 applies on top of every fee paid abroad. Debit-card payments add a 1.01% processing charge.

How to Apply for an e-OCI

1. Register on ociservices.gov.in with your current passport details and an active email.
2. Fill the online form and upload your photograph, signature, and supporting documents.
3. E-sign the declarations and pay the fee online.
4. Receive an instant acknowledgement number to track progress in real time.
5. Visit your nearest Indian Mission, VFS, or BLS centre for document verification when prompted.

The earlier six-month continuous-stay requirement for foreign nationals applying for OCI from within India has been dropped.

Passport Update Rules Every OCI Holder Must Know

This is the rule tripping up most travellers right now. Every time you receive a new passport, you must update your OCI record within 90 days.

What the Update Involves

• Log in to the OCI Miscellaneous Services portal.
• Upload a copy of your new passport’s bio page.
• Upload a recent photograph taken within the last 30 days.
• E-sign the declaration and submit.

The update is free of cost when filed within 90 days of the new passport being issued. No physical visit is required.

When a Physical Re-Issuance Is Still Required

The only mandatory paid re-issuance happens once: when you obtain your first new passport after turning 20. This captures your adult facial features on the new card and costs USD 25.

Most OCI-related boarding refusals come from a small set of avoidable errors. Cross-check these before booking flights to Delhi, Mumbai, or Bengaluru.

Mistakes to Avoid

• Travelling on an unupdated OCI card: the most common reason for boarding denials. Update online before you fly.
• Travelling without your current passport: regardless of age, you must always carry your current valid passport. As per the Ministry of External Affairs advisory, OCI cardholders aged 21 to 49 are permitted to enter and exit India on the strength of the OCI card even if it shows an older passport number — so you do not need to carry the old passport, but the current one is mandatory.
• Missing the 3-month gratis window: a free update becomes a paid USD 25 penalty.
• Wrong photograph: photo must be under 30 days old, plain background, and within the portal’s pixel specifications.
• Using unofficial agents: only ociservices.gov.in handles applications. VFS and BLS only verify documents.

What to Carry to Indian Immigration

• Your physical OCI card or a printout of your e-OCI Form XXIX.
• The passport linked to your OCI registration.
• The previous passport (the one whose number is on your OCI card) only if you are 20 or younger and have not yet had your card reissued for the new passport. For ages 21 to 49, the MEA advisory confirms the OCI card alone is accepted even with an older passport number.
• Proof of your most recent passport update acknowledgement, in case it’s requested.
