Over fears of the newly discovered omicron variant, the Philippines have tightened safety protocols across the country, subjecting all arriving travellers to strict quarantine measures upon arrival, depending on their vaccination status and COVID test results.
The Philippines is not currently open to most travellers of the world, but eligible travellers will have to undergo facility-based quarantine in a hotel accredited by the Tourism and Health Agencies. Keep reading to know more about the hotel quarantine requirement and process in the Philippines.

Quarantine rules for arriving passengers
The government of the Philippines have classified countries based on risk assessment into green, yellow, and red list countries accordingly. Arrivals from each category are required to adhere to different quarantine rules, depending on their vaccination status.
From green list countries
Vaccinated travellers
For Filipinos
Filipino travellers arriving with a negative RT-PCR test taken within 48 hours prior to departure can enjoy a hassle-free trip to the Philippines with:
- no quarantine requirement
- no on-arrival swabbing
On the other hand, those arriving without a negative RT-PCR test must undergo
- on-arrival swabbing
- facility-based quarantine until the release of negative results
- self-monitoring until the 7th day from arrival
For foreigners
Foreigners who can present their negative RT-PCR test certificate taken within 48 hours prior to departure will need to undergo:
- no facility-based quarantine
- no on-arrival swabbing
- self-monitoring until the 14th day from arrival
Unvaccinated travellers
Every incoming traveller must present a negative RT-PCR test taken at least 48 hours prior to departure. All unvaccinated, partially vaccinated, or individuals whose vaccination status cannot be independently validated, and those vaccinated but failed to comply with the test-before-travel requirements must undergo:
- facility-based quarantine until the release of negative results
- 5th-day swabbing
- self-monitoring until the 14th day upon arrival
From yellow list countries
Vaccinated travellers
Passengers arriving with a negative RT-PCR test within 48 hours before departing must undergo:
- facility-based quarantine
- 5th day swabbing
On the other hand, those arriving without a negative RT-PCR test must undergo
- facility-based quarantine until release of negative results
- 5th day swabbing
- home quarantine until the 10th day from arrival
Unvaccinated travellers
Every incoming traveller must present a negative RT-PCR test taken at least 48 hours prior to departure. All unvaccinated, partially vaccinated, or individuals whose vaccination status cannot be independently validated, and those vaccinated but failed to comply with the test-before-travel requirements must undergo:
- facility-based quarantine until the release of negative results
- 7th-day swabbing
- self-monitoring until the 14th day upon arrival
From red list countries
The inbound travel of all persons, regardless of vaccination status, coming from or who have been to red list countries within the last fourteen (14) days prior to will now be permitted entry into the Philippines with restrictions in place. Only Filipinos returning to the country via government-initiated repatriation, non-government-initiated repatriation, and Bayanihan Flights may be allowed entry.
Upon arrival, such travellers will be subject to a ten-day facility-based quarantine and undergo RT-PCR testing on the 7th day. Notwithstanding a negative test result, the traveller shall complete the minimum facility-based quarantine period of 10 days. Upon completing the mandated 10-day facility-based quarantine and presentation of a negative RT-PCR result, they may be discharged from the facility.

While waiting for the scheduled test and release of results, passengers arriving in the Philippines who are mandated to stay under facility-based quarantine are required to hold a confirmed booking in a hotel accredited by Tourism and Health Agencies. Hotels for mandatory quarantine of seafarers
All seafarers and maritime personnel involved in crew change and repatriation arriving at any airport in the country, regardless of nationality, shall undergo appropriate quarantine procedures, just like other international arrivals in the Philippines. Quarantine guidelines
In compliance with Philippine regulations, only one person is allowed per room, except for the following:
- Families from the same household travelling together, especially those with minors;
- Health and emergency frontline services personnel;
- Guests requiring a companion:
- 18 years old and below; and
- persons needing special assistance (e.g. senior citizens, PWD, with chronic medical illness)
Before quarantine
Prior to arrival, all travellers are required to have a confirmed booking at a hotel accredited by Tourism and Health Agencies. This can be secured through the One Health Pass (OHP) website, after which you will be issued an OHP personal QR code.
You will then be required to:
- upon arrival, undergo a temperature check, present the Bureau of Quarantine (BOQ) One Health Pass QR Code upon deplaning, and proceed to the designated waiting area.
- present your proof of vaccination to the dedicated BOQ representative for re-verification at the Department of Transportation One-Stop-Shop (OSS).
- then proceed to the hotel desk at the airport and present your vaccine card and certificate. Hotel coordinators shall verify your hotel booking or assist you in your reservation if you have not made one yet.
- you shall also make the transportation arrangement to your hotel at these desks. If you have not made a pre-arranged hotel transfer, accredited taxis are available. A sticker will be placed at the back of your passport upon verification.
During quarantine
Check in at your hotel and wait for the scheduled test of your quarantine stay.
If you test positive, the BOQ shall transfer you to a designated hospital for further medical management.
If you test negative, your test result will be released within 24 hours after your swab test is taken. Your Unified BOQ Quarantine Certificate is autogenerated in the OHP. You will be able to download and print this certificate through the https://onehealthpass.com.ph/e-HDC/Track-Swab-Test portal in the OHP website by entering your QR code reference number and last name.
For non-Filipinos: In compliance with Philippine regulations, laboratory partners must secure a photocopy of your passport and proof of accommodation/residence in the Philippines.
If you develop COVID-19 symptoms (e.g., dry cough, shortness of breath, loss of taste and smell, etc.) at any time before your scheduled test, please inform the hotel you are staying in so a medical or BOQ officer can assess and check up on you immediately. You may be required to undergo an RT-PCR test.

Ending quarantine
Once cleared, you can call your relatives or respective Local Government Units (LGU) to pick you up or arrange for your transportation going home. You are required to undergo home quarantine until the tenth (10th) day, with the day of arrival being the first day.
How much is the cost of a Philippines quarantine hotel?
Overseas Filipino Workers can complete their quarantine period free of charge. However, non-OFWs and eligible foreigners will need to shoulder the cost of the quarantine on their own. Prices for the hotels may vary from 2,300 PHP to 17,800 PHP per night, according to the type of accommodation you prefer.
Several airlines, like the Philippine Airlines, offers convenient quarantine packages for travellers that includes a roundtrip airfare, quarantine hotel charges, land transfers, all meals and all costs covering RT-PCR tests required during quarantine.
