India, the second most populated country in the world, has made its way up to the second position on the chart of countries most affected by COVID-19. Even before it could bounce back from the initial hit of the pandemic, the second wave of coronavirus had already swept India.

Delhi is among the top 5 cities that bear the heavy brunt of the pandemic. While the rise in the number of cases during the second wave of the pandemic has been exponential, the current figures in the city has been gradually simmering down. The government has now started the process of cautiously resuming activities that were stopped about two months ago.

Entry guidelines for passengers arriving in Delhi

Both domestic as well as international passengers arriving at the airport will be thermally screened. If found symptomatic, they will have to get tested for COVID-19 at their own expense. All passengers must download Aarogya Setu App.

Domestic travellers

Airline passengers originating their journey from any city/airport in Maharashtra will require RT-PCR negative report from ICMR accredited labs done within last 72 hours.

The Delhi Government has made it mandatory for all domestic passengers flying into Delhi to undergo home quarantine for 14 days. Those international travellers who can’t home quarantine in India can choose to isolate themselves at quarantine hotels.

Any person who has been fully vaccinated and produces certificate to the effect or having negative RT-PCR Report (not older than 72 hours prior to undertaking the journey) shall be allowed home quarantine for 7 days.

Government officials and employees are exempted from quarantine if asymptomatic.

Airport testing

In view of the surge in number of COVID-19 cases, random sample collection will be done for passengers arriving from states where there has been a spurt in number for COVID-19 cases. Passengers will be allowed to exit after sample collection. Those found positive will be moved to COVID Care Centre or Hospital for 10 days of quarantine.

International travellers

The Union health ministry had issued a set of revised guidelines for international arrivals amid the spread of mutant variants of coronavirus in many countries.

  1. All international arriving passengers must upload a negative RT-PCR certificate on filling the self declaration form.
  2. All international travellers will have to submit a self-health declaration as well as a declaration to comply with the government’s rule of home quarantine/self-monitoring for 14 days, on the online Air Suvidha portalbefore the scheduled travel.

Quarantine exemption:

You can apply for the exemption from quarantine here at newdelhiairport.in only on the grounds of the death of a family member. The application must be submitted at least 72 hours before boarding for consideration. Note that children and infants also have to upload negative RT-PCR certificates on the portal, and those travelling with them are no longer exempted from the quarantine rule.

All passengers flying with the exemption must have the Aarogya Setu app installed on their mobile device.

Airport testing

All passengers, including children and infants, coming from or transiting through the United Kingdom, Europe, South Africa, Brazil or the Middle East have to undergo molecular test upon arrival at their own cost and proceed towards home quarantine/self-health monitoring or take onward connecting flights to the final destination within India. If they are taking a connecting flight, they’ll have to wait for the RT-PCR test results.

All travellers from Europe and the Middle East shall give samples at the designated area and exit the airport. If the test report is negative, they will be advised to self-monitor their health for 14 days. If the test report is positive, they will undergo treatment as per standard health protocol.

The Hotel Guidelines

The Ministry of Health and Family Welfare has laid down the following SOP for the safety of guests and staff at quarantine hotels-

  • The usage of safety gloves and masks is made mandatory for all the guests entering the hotel.
  • Food can only be available via room service, on disposable plates and cutleries. It will be served on trolleys maintaining social distancing.
  • The used rooms will not be available for further accommodation at least for three days, in the meantime, the rooms will be thoroughly disinfected.
  • The cleaning services will not be available, and so for the entire period of quarantine, the guests will be responsible for their rooms’ cleanliness.
  • The number of people in the elevators shall be restricted, duly maintaining physical distancing norms.
  • For air-conditioning/ventilation, the temperature setting of all air conditioning devices should be in the range of 24-30 degrees Celcius, relative humidity should be in the range of 40-70%, and intake of fresh air should be as much as possible and cross ventilation should be adequate.
